Can I use standard flourescent bulbs and fixtures for starting my indoor garden?

i am starting my garden indoors and i would like to know if I can use either compact Flourescent Light bulbs in a hanging fixture or a 4′ ballast light fixture with standard 4′ flourescent light bulbs as grow lights? I Do not have a grow light but it seems like flourescent lights should work. Any input?

yes any flourescent will work for growing plants indoors according to Martha Stewart, she spoke about that topic on her show as a money saving tip not long ago. I have a ivy type hanging plant in my living room, I changed out all of my light bulbs to the compact flourescent bulbs and the ivy is doing great with them for the last couple of years. I never set it out in the sun.
